Closed Source office memo

Was it the intention of the professor to give us situations where there is no clear cut predictive outcome of our issue? I have changed the predictive outcome on my memo like 10 times!

Maybe. You conclusion is not the important part of the memo. The way you describe precedent cases and compare them to your facts is the important part.

What would be the point of a memo (especially a memo for a law school writing class) if there was a clear cut answer to the question?
