What would you be living on if you took the Brookings internship? Are mommy and daddy footing the bill?

Yes, expenses would be minimal.
Then don't take a job away from someone who actually needs it.

Brookings if you can at all afford it.
Working at a clerical job at $12-$15 an hour is essentially a waste of a year - you might as well just go straight to school. You won't save enough money to make a tangible difference, and you won't gain any useful experience.
With the Brookings Institution, you still won't save money, but you stand a much better chance of doing interesting work that may be relevant to something you do down the line, it looks much better on a resume, and you're more likely to meet people who may be relevant to your later career.
