How can I ask for more money wihtout any transfer leverage.

I ended up ranked 2nd in my class at a borderline TT/TTT. Currently I have a 45% scholarship. I emailed the financial aid office earlier in the year to see what the policy was regarding increased scholarships for students who perform well the first year. Their response simply stated "There's no increase method in place." There are three other schools in the market, a T20, a similarly ranked school, and a TTTT. However, I am a PT student, and going full time is not an option. That eliminates the T20 and similarly ranked school as transfer options. The TTTT does have a PT program, but I have no desire to go there, even for a full ride. How can I honesty/tactfully ask for more money, when in reality I have no intention of leaving the school if they don't increase my scholarship?
