curves with international LLMs who get extra exam time

I just took an exam in a class that was well over 50% international LLMs who get extra exam time (I think they get like an extra hour on a three hour exam - not sure). Everyone is on a combined curve. Some of the LLMs clearly don't have a solid grasp on English, but others are quite fluent. Thus, the across-the-board extra time is highly over and underinclusive, basically throwing the curve into a crapshoot. Anyone have experience on how these things generally pan out? I feel like the curve is basically delegitimized. I have no problem with them getting the extra time, but I think they should just junk the curve in cases where a substantial percentage of a class is comprised of LLMs.
