I think its pretty clear that under the Common Law circumstantial evidence can be used by the prosecution to establish the actus reus of a conspiracy (in jurisdictions where no overt act is required), but does anyone know if this is also true under the Model Penal Code?

yup. It's pretty much the only way to prove conspiracy, outside of a confession.
