Blue Booking a Client Advisory

Does anyone know the proper way to Blue Book a Client Advisory from a law firm? Currently I am treating it like a letter, memo, press release under Rule 17.2.3, is this accurate? Also, I will include an internet citation since the only place to get them is online. Any other suggestions?
