I am aware that the Civ-Pro one is both, but am asking about the other ones.

Neither. It's a supplement. Or a study aid.
A Hornbook is generally written in a very academic style, with a crap-ton of footnotes. A commercial outline is in outline form.

Maybe OP has a syllabus which reads "No commerical outlines or hornbooks in your exam" and is thinking "ZOMGZ I HAZ NON-OUTLINE SUPPLEMENT, LOL!"
