So I am starting my first reading for class that's due in a a few days, should I outline as I read, after each assignment, or wait until after a major topic?

Figure out what works best for you the first month, but don't expect to be able to do any meaningful "outlining" until a major topic is done, and even then there's no rush.

Agreed. It'll depend on your style. Some people don't outline and do great. Others only outline in the 2-3 days before the final and kick ass.

I'd wait until at least 1/3 of your semester is done to outline. Last year I had to redo outlines that I started too early before I had a grasp of what law school was all about/what I really needed to know.
