Well, if it's a state school, presumably if you change your residency you can start paying less?

That varies greatly on the state. Many make you live in the state for a year or more for some purpose other than attending school. Make sure you look into any implications from a state income tax/vehicle registration perspective. For instance, my car is registered in DE until 2014...in MI it would cost me several hundred dollars a year thanks to their property tax. If you become a resident, you must change your license and vehicle (if you have one).
