Finished the whole exam and didn't once discuss general deterrence, specific deterrence, incapacitation, etc., and am a little concerned. Is this one of the major issues that needs to be discussed?

Depends on the class. I think, for my class it was one of those things that you could have thrown in to get a couple of extra points, but not a deal-breaker. I would not stress about it too much, I am sure there were many other ways to get points. From what I understand, professors usually "count up" rather than "counting down" and since nobody gets all of the points, if you spent the rest of your time giving sound answers, you should be fine.
