Can someone help me find a brief?

I'm trying to locate the full text of the government's brief submitted in the Youngstown Sheet & Tube Co. v. Sawyer case? Supposedly it's 175 pages but I am having absolutely no luck finding it. My google-fu has failed me

It's not available. If the parties' briefs are available they would be on the top of the lexis page in the case. Being that lexis doesn't have it, I really have no idea how you could possibly find this brief.

briefs are available on westlaw. haven't looked at them to see if they're the ones you're looking for tho
