When to Submit Regular Decision Applications?

I am wondering if there is any advantage to submitting my apps to Berkeley, Michigan, etc. through LSAC as soon as the applications become available (with resume, personal statement, LOR's, and first semester grades but w/o spring grades)...

Would the university see or care that I was ready to apply this early and then all I need is spring grades? Or should I just submit all at once?

You should absolutely apply as soon as possible. I transferred to a former T-14 last year, and in my research I learned that it was very advantageous to apply as soon as possible and just update grades/LOR's when you get them. I know this to be true at least for Berkeley.
