Here are my numbers:

law school GPA: 3.3
Ugpa: 3.87
LSAT: 140
1L class rank: Top 15% rank #23/228

I want to transfer to University of Houston, or SMU Dedman School of Law.

I think they are referring to you enrolling with a 3.87 GPA and not retaking your 140

It was heartbreaking Because you were smart enough to do very well in law school, but you didn't spend a few months pulling up your 140 LSAT and you will most likely not be able to transfer to anything better than a TTT school because South Texas School of Law errr I mean Houston College of Law has such bad grade deflation.... Top 15% is giving you the same GPA as top 40% at the T1 schools and even some TTs.

Pretty true, sadly. To make that drastic of a jump in ranking you need a stupendous GPA, around 3.8+ if not higher and be in the top 1%.

After looking at the 509s, you certainly meet the 75th percentile 1L GPA for transfers at those schools although that's not taking into consideration your school's rank. I'd say give it a shot if you can afford to spend the application fees. It's not like you're transferring to HYS, and SMU and Houston are borderline T2. It seems there are a lot of transfers from Houston College of Law, which I'm assuming is or is close in rank to your law school. Good luck.
