My situation is so unique. My school allows students to choose one elective course in the first year. And legislation could be taken in the first year or second year. It depends on the choice of students. Therefore, my school ranks only the same courses students take. In this regard, legislation is excluded when it comes to rank for the first year. Unfortunately, I messed up with legislation. However, since this one is excluded in terms of rank, My ranking is 15% top. The Grade of legislation would appear on the transcript anyhow. I am concerned whether this would impact my transfer application? Could ANYONE help me with this? Thanks!

Well where are you applying? I doubt schools reconcile transcript grades with GPA, so you're fine on that regard. However, if it's a bad grade like a C or lower, some schools might not accept those units.
