What are my chances?

I know I might be the last person to think about transferring, but I just want to move to live in a city for the rest 2 years of my law school. So guys please help me out!!
Right now I am at Duke/Michigan (1 of these 2). My first semester grades was a total disaster (Maybe ranked bottom 1/3). I made top 20%-30% the second semester so my overall GPA is likely around top 35%-40% right now.
My question is: do I have any chance for Chicago/Penn?
