Do many schools dole out scholarship after accepting transfer students? Do I need to apply to schools that I am not interested in attending only to use acceptance as leverage in negotiations with the school that I really want to go to?

Nah. Schools only want transfer students for $$$. They're not going to give anyone money to come there.

Yes, the time to get scholarships through leverage occurs prior to admission. Schools don't have to report their LSAT/GPA numbers for transfer students in the same way they do for the incoming classes. So one really doesn't have much to offer to the school.
I could imagine situations where top students may be able to transfer laterally with some type of scholarship if they are on a path to publication or have some other quality which the new school covets. RBG transferred to CLS from Harvard as a 3L. I'm unsure if she received a scholarship there, but the classical example does highlight a willingness to sometimes bend rules for top students.

Interesting. I haven't heard of any schools giving scholarships to transfer students besides WUSTL. Does this really happen?
