Transferring to lower ranked school to try to get full scholly

Is this common? I don't like 90% of my classmates (yea i know the problem is me not them lolz), and all my old friends in the city i left behind where the state school is. The state school is ranked like 40 spots below my current school. I have a 3/4 scholly at my current school (and 60% of that remaining balance is paid by the GI Bill).
So financially, would it be beneficial to transfer, putting aside every employment issue? (going to start my firm)

Transfer schools don't typically give any scholarships because...why would they?

This is pretty common, and you should definitely do it.

Yeah since you're starting your own firm it would make sense to just transfer to a lower ranked school where it's cheaper so do that.
