Transfer Chances (Midwestern T1 to T14)

How does being in the top 25-30% class rank look from a Midwestern T1 school (Think Notre Dame, University of Illinois, WUSTL). I would like to transfer to T14, particularly Chicago and NU.

I don't know about ND and Illinois (I think you mean UIUC by this, correct me if I'm wrong), but WashU has grade inflation (median of 3.55) and historically has provided decent transfer chances (anecdotal but I've heard of students just above the median get into GULC...) so depending of which "Midwestern T1" you mean, you have a decent chance. Just my 2 cents

Current NU student here who transferred from a school in the group you mentioned. Anecdotally, since that's all I can really give you, you should have a pretty good shot at getting into NU if transfer stats hold from the past couple years. I'd imagine you're on the outside looking in at Chicago.

NU is a toss up with that GPA. Try to do better this semester. Chicago is impossible with that GPA.
