Two things:

1) It's better to have a general, good letter than annoying your professor for mediocre specific letters.

2) According to TLS, rec letters really don't matter terribly much.

Def not a good one if it is "general"

My prof basically said "I dont really know you but I can write one. I think it would be a disservice to you if you send in such a general generic letter because Im in the admissions and I dont like seeing those"

Could mean that she's truly not down OR that she doesnt really want to help people transfer (which a lot of profs seem to give off this vibe)

I may have misunderstood your use of the word general. I took that as meaning "not targeted at a specific school." If they can't actually recommend you, I'd find someone else.
