Quick Overview of Student Loans when Transferring?

So my parents paid for my undergrad, and I'm on basically full scholarship now at my TT, parents paying the remainder. I want to transfer to ucla or nyu...I know transfers don't get scholarships, so I'd be paying 70k a year in tuition and living expenses.
My question is, whats the general procedure for someone who has never applied for fafsa/loans before? With transferring, I'll only know the school I'm going to be attending probably 3-4 weeks before I move there (decisions in August..school starts late august), so I'd have to get the loans very quickly.
I say all this because my parents will NOT like the idea of paying 5k a year currently to 70k (I dont know if their income could support it at the moment), and I don't want to ask -- I want to just take out loans (like everyone else practically), and do it myself, so I have no guilt of transferring or have to endure the discussion "your TT is great. you'll get a job with your grades."
Any insight on when to begin the process for loans, and what to even do? is there a checklist or something?
