They know most schools won't have grades ready until at least June and they will wait on them with you. No use to them to evaluate files without spring grades, too because so much can change. Transfer admissions tend to be rolling so there may be a disadvantage if your school is taking forever, but I don't think this affected my cycle. I sent in my NYU app at 10 PM the night it was due; got my paperwork in and processed on July 15, the day all of that was due; and got in two days later. With HLS, the decision came so late I was able to update them that I'd made law review in the interim...which I didn't know until early/mid July.
