Not necessarily true. Plenty of WCL kids have gotten into GW with median grades in the past. I say it's worth a shot. UMD is probably a possibility too, but their employment statistics don't look much better than WCL's and you'd have to move to Baltimore.

Getting A's in the summer =\= getting A's in the fall

You should have a good chance at GW & Maryland.

Might as well try to transfer GULC part time. Not sure what part time to part time standards would be.
