Yea, that's where it makes the least sense, unless (maybe) you have no/little scholarship at WashU and have special circumstances which you think H will get you something you couldn't otherwise or will die if you don't work in Chicago.
If you're in the top 10% you prefer preselect to lottery. Yeah, that's why I said below top 10%.
