While the prompt might be essentially the same, and you can probably use the skeleton of the PS you wrote last year, you're going to want to comment a little on your experience as a 1L and how that might have solidified or changed your career aspirations, interested fields, etc. They may or may not compare, but why take the chance? It's less than an hour of your time.

Personal statements are even less important in transfer admissions, but you really shouldn't reuse your old one. It really won't take much time to whip something new up.

A substantially revised personal statement should be submitted because you want to emphasize your success in law school & detail your reasons for wanting to transfer.
