Law School Attendance Decline v. Transfer Admittance

Is there any correlation? I've heard that law schools are experiencing their lowest enrollments since 1973. Has this lead to an increase in transfer acceptances? Or are schools just keeping their enrollments lower due to a smaller pool of quality applicants.

GW is definitely doing that. They accepted almost 100 transfer students this year. However, that was after already increasing the 2016 1L class size by 100, so I can really say they're keeping enrollments lower. But there's definitely a potential for gaming the system that way by accepting a very small class with higher LSATs and GPAs and then accepting every transfer student paying sticker to make up the costs.
