Top 20% is a hard place to be in. Not high enough to feel anywhere near secure at TT. But I doubt you get much more of a boost at GW, BU, or Fordham. If you have no scholarship, leave. If you have substantial money at TT, you have to weigh how much you value a shot at OCI at GW, BU, or Fordham, which is still admittedly low - especially as a TT 20% transfer.
In terms of getting accepted, I think its decent to very good. You are within striking distance, and these schools want the full freight tuition money. No harm in applying. Its unclear how much URM bumps transfers.

This. I can't imagine you won't get into GW. BU is a little different due to the smaller transfer class, but GW isn't hard to get into as a transfer. They have a gigantic transfer class. Good luck!
