Lateraling within the T14

Would transferring from the bottom of the T14 (not Georgetown) to a school like Penn be considered a lateral?

Not really a lateral. I heard of someone at WUSTL (iirc) transferring to MVPB ~median so you may be able to pull it off. I know of people at median from Cornell getting into NYU. The reason I'm considering Penn is that I would like to get an MBA at some point, and I'd like to do both at the same school. I know that Penn has a 3 year JD-MBA program. Is this something I could get into as a transfer, or would I likely have to separately apply to Wharton and do like a traditional 4 year timeframe?

I know personally at least 3/8 were ~median at NYU?
