T40 Law School student, top 1/3 ranking based on the past ranking information. Wondering the chance to get into T14 and UCLA. Thanks.

T14 is a reach with those numbers, although you might have a shot at GULC.
As far as UCLA goes, I think you're about 60/40 (yes) depending on what school you currently attend. UCLA accepted 44 transfers last year with a median gpa of 3.58. You have another semester ahead. Get a 4.0 and then take your 3.7 and go to UPenn/Berk; this is where your mind should currently be. HTH.
