No, not a merit scholarship. I think certain places who do need based aid (HY) may consider transfers for need aid. But normally no aid is given.

Georgetown offers need-based aid on really rare circumstances. I was given a 25k/year Dean's Tuition Grant.

At UT you can apply for continuing student scholarships in summer before your third year, and based on the process, I suspect (but don't know) you can do so in your transfer summer, but I'm skeptical they'd give it to you. I did get money for 3L, though it was very, very little. Basically expect no money. If you get any, it's a bonus.

Washington University in St. Louis and Arizona both give merit scholarships to transfer students, but they don't give anything close to a full ride typically.

Your best bet is to call the schools in the area you want to transfer to and ask. Several schools specifically state on their website that transfer students are not eligible for merit-based scholarships.

I know a couple people who transferred into Yale and got substantially more money than they were getting at their old schools. But, you know, Yale.

It is cheaper for me to go to GTown in DC due to need-based aid I received in transferring, than it is for me to have stayed at my last school
