Currently top 10%, Law Review at Minnesota. 12k a year scholarship.

OP here.

I'd like to practice outside of the midwest and I'm concerned I'll be limited in that regard at MN.

MN does not place into Biglaw well outside of MN and Wisconsin. I think your chances are better going to NYU. And the $12k per year isn't worth staying.

If you have no connections in the markets you'd like to practice in, transferring to NYU would probably be a better idea. But top 10% + Law Review would go a long ways in OCI.

For BigLaw outside the Midwest: I'd go with NYU.
For clerking: That's a tougher call. Would you be able to get on law review at NYU?

NYU does a write-on competition for transfers during the fall semester, but I believe there are only one or two spots available.

given the current number+LR, and assuming the same trend, OP would be competitive for clerkship if staying.
if transferring to NYU, no one knows where OP will rank and there's possibly no LR. Given the death of Clerkship hiring plan, transfers are in a tough spot for rec letters + new grades/ranking while a lot of clerkships (read circuit gigs) start filling up.
UMN for clerking is a clear winner here.

This decision comes down to whether or not you want to work in Minneapolis/St Paul. If so, the clear answer is to stay: $12k/yr + in-state tuition and very low CoL will still save you a ton of money over sticker living in manhattan. Moreover, local firms won't even show up to NYU OCI so all your networking & applications would be targeted to your UMN record anyway.

If you want biglaw anywhere other than Minnesota and its surrounding states, NYU is the clear choice.
