Does it make sense? T20 to Cornell.

Here's the basics:
Looking to get back to NY for personal reasons (family member is ill) and my target market has always been NY. Seeking BigLaw.

Currently:
-attend a T20, obviously non-T14.
-rank in the top 12-15% but odds say I will not get LR.
-school places okay in northeast- around 10%.
-little scholarship $ and school does not negotiate

I understand that transferring to Cornell means I will not be able to participate in their OCI and will have to rely on mass mailing to land a biglaw summer associate position.
My biggest fear is that I will strike out at my school's NY Regional OCI and end up having to accept a summer associate position with a firm that is not in the Northeast.

Does this transfer make sense from the outside? Can anyone weigh-in on their own personal experiences in transferring to Cornell to quell my concerns about losing out on biglaw?

Did you speak with Cornell about OCI directly? I could have sworn someone here was accepted to Cornell as a transfer this year and was permitted to do OCI.

They were accepted before the OCI deadline, Cornell has an early bidding deadline and does not extend it for transfers

I'd apply to NYU and CLS. I'm at a top 20 and people with your numbers seem to be getting in pretty easily. Cornell is a hike to get to NYC, so I don't know how often you could even see the family member. The early interview week is the primary tool you have to get a job. Paying sticker at Cornell for 2 years just makes no sense without the OCI. If you can't get into NYU or CLS for some reason, you would be better off at Fordham if you can do their OCI.

Would not recommend. Mass mailing for a 2L SA position is REALLY difficult. I mass mailed ~400 firms as a CLS transfer (before OCI). I got some rejections (maybe ~50), tons of silence, and a few responses. Probably 2-3 firms expressed interest, and they were not V100s.
