Honestly, I think you should try to transfer wherever you aspire to ... top 6% at a tier-2 is quite competitive as a transfer considering the black-box of the situation it is.

Try for columbia, try for nyu, try wherever.

Personally, I think you are have a very good shot at gulc if you are interested in that. You could also try chicago EA.

I think you could apply to anywhere in the T14 except HYS.

Depends on your T2, but if you are right around top 5%, blanket CCN down (through the T14) and you should be in somewhere.
