Top 15% class rank plus your current school is all that matters, assuming that you can articulate reasonable reasons for wanting to transfer to any particular school.

"I have always wanted to live in X city where Y school is..."
"I hope to take part in the X clinic at Y school because..."
"Professor X and Professor Y both focus on Z area of law I'm interested in studying...(X and Y are at target school)
"I have friends and family in Y area where X school is, and I want to be near them..."
"I want to work in X market and Y school gives me a terrific shot..."
"I have discussed with other students who have transferred to Y school, and they highly recommend me applying..."
Insert valuables for variables and win.

I'd apply to a broad range of T14's. I was top 20% at a T1 and got accepted at Mich/NU/GULC. Try for the one that is closest to your target market.

An extra credential such as a CPA license wouldn't hurt either.......but as the above posters indicated - articulate a solid PS.
