Notoriously Difficult Law School to Transfer Out Of

I know some (read: most, if not all) administration are averse to letting go of members of the top of their respective classes. Do you guys know of any schools in particular that make the process more difficult than it has to be (or at least more so than the standard)?

This is really the only one I've heard stories about. My school did delay releasing my transcript for an unreasonable amount of time.
