In general, I'd wager that the standards are lower for transferring into GULC than Berkeley. I think you have a shot at Berkeley given your CA residency, though you'll need to keep your grades up as there's no ED/EA process here. GULC has an ED/EA process for transfers (not sure which one, i.e., if it's binding), which would probably make things easier.

It's EA (not binding), but you generally need 3 grades on your transcript to be considered.

No. OP is already in a great place to "win" the law school game from a low-ranked school. Why would he/she start from scratch?

OP, if you keep your grades up, you'll have a great shot at Berkeley. They love top students that are CA residents. I'd recommend against GULC unless you want to be on the east coast (although apply to see if you can get more $$$ out of your current school). CLS/NYU are hard from T2's, but they might be worth applying to if you want to leave CA and work in NYC. Because it can be tough at OCI trying to sell, "Oh, I left Region X to go to school in Region Y, but I really want to work in Region X", even if the school in Region Y is significantly better than the school in Region X.

I was under the impression that UVA is not a transfer favorable school - was I mistaken? In that case, would also consider Penn.

from what i know, UVA has a weird OCI system that seems hostile to even its own students outside a certain ranking. I think OP has a real shot at NYU or Penn (again tough because of its size).

UVA's OCI system is weird, but I think the real reason they'd probably be out for OP is because they seriously favor in-state residents.

OP: overall I'd agree with stillwater -- if you want to be on the east coast, target NYU/Penn/CLS. I also get that you want FedGov ultimately, but you probably want to go through 2L OCI and get BigLaw in case it doesn't work out. I also know that at some schools they'll let you do an externship semester somewhere else, even as a transfer (at least, they let Michigan transfers do this). So you could always do a semester in DC.

That said, you should still blanket most of the T14 (i.e. not Cornell/UVA/Duke and probably not YHS), just because transfer applications can be weird.
