Apply to Chicago and Northwestern. I think you have a decent shot at NU because of their transfer class size, but you'll probs need to raise your GPA to get into UChi.
Just be careful with Northwestern because some of the native students are xenophobic and don't take kindly to transfers.

I was the low-ranked peer to whom brotherdarkness was referring (3.83, one grade increment lower). There were two others who transfered from Illinois to Chicago as well. Try to get a 4.0 this semester, some CALIs if you can. Convey enthusiasm for thought and analysis in your PS; It may look particularly good if you mention how and why law and economics interests you. They also may prefer you if you're from the Chicago area.
