Top 5% at ~T50 school in Texas -> UT: Chances?

Top 5% at school in Texas ranked around 50 (it's gotta be one of three, right?), WE, strong Austin ties, and compelling need to be in Austin in the immediate term. Chances?

Transferring to UT out of UH, Baylor or SMU will be easy if you're top-5% with ties, WE and a compelling need. You might even get a small $cholly. Just make sure you get the best LOR's you can. Congrats!!

Will gladly provide more details later if desired, but some of them are personally identifiable to my classmates and I would like them to hear it from me first.
