Chicago T2 --> Bay Area

Top 10% at Chicago T2 (Kent/Loyola) with small scholarship. I'm trying to go back to the Bay Area where I'm from and will apply for transfer to Boalt and Northwestern, but I know my chances turn on improving to top 5%.
If that doesn't pan out would it be worth it to transfer to Davis or Hastings? What about UCLA, USC, or UCI? What about the lower T14 (if possible)? What would be my chances at each of those schools?

Davis/Hastings would be no gos in my opinion. The Bay Area is so saturated (with 2 T14s) and so desired it's really hard for people from Davis & Hastings to get good jobs. By the same logic I would avoid UCLA & USC. While those two kill in LA I'm not sure they are that strong in the bay area.
If you maintain/improve your performance I could see you getting into Northwestern. From there you would have access to a lot of the bay area firms at OCI + better name when you massmail.
