Foreign Transcript - Transfer to GULC EA?

Hi - I'm looking to apply for GULC EA. Does anyone know if GULC requires a final evaluated transcript for undergrad grades (from a foreign transcript)?
My transcript currently with LSAC only includes 1st semester of senior year. I'm afraid that between international mail and the transcript evaluation period, things wont be complete by March 15th. I could easily get the transcript itself to GULC or the foreign report from last year (or both) but not sure this will satisfy them. The LSAC report is pretty useless - my 'above average' classification isn't going to change with the last semester's grades.
My law school performance is fairly strong: 4.1 gpa, top 2% at a TT. Would like to end up in Washington, and really don't want this complication to mess things up.
