Looking to transfer to Tier 1 from Penn State - 3.58 LGPA, Rank: 10%.
Wanting to go as high as possible --> should I just blanket the T20? Or are the odds too low?

The odds are not too low. This year the numbers are going to get all crazy. Hell, I bet you have a chance at GW and GULC.
