Got my grades - top 2% at a school ranked 50-60. HELP!

Guys, fortunately for myself I am in a pickle. Currently, I attend Law School X (ranked 50-60) and am here with no scholarship. It is an expensive school.
Just got my grades back - 3.9 GPA makes me ranked 3/153.
What are my chances of...
1. Pettitioning the school to give me a scholarship or
2. Transferring to a T14 school, including but not limited to Georgetown or UVA
Also, could someone shed some light on whether it would be better to stay a big fish in a little pond (get to do law review/ moot court) or graduate from a highly regarded school around the middle (hopefully) of my class?
I did bad on my LSATs. I got a 159. On the other hand, I can get a L.O.R. from my Civ pro teacher (won the academy award) who also happens to be the dean of student affairs here. Will either of these factors make a substantial difference in my chances?
