Need Advice on Transfer Options

I go to a lower T2 and just got my grades back. I am currently in the lower 10% (7-8) and am hoping to bump that up a little since I know there is a difference between top 10 and top 5 for transfer success. My questions aren't about chances necessarily but what the best options would be. There is a strong regional T20 near by and I will likely blanket the T14 with Berkeley pretty much being my goal/reach school (my g-pa went there and I think he may have some connections still). I would love to stay in the region, but would love a good job even more!
Here are my options?
ED at G-town- worst that happens they defer me to the regular transfer cycle best that happens I have a T-14 acceptance in my pocket in case grades go down slightly. I would like to stay west coast and would likely just use this acceptance for schol negotiations if the rest of the t14 strikes out.
What schools do you guys think would be worth applying to and leaving my school for?
Arguments for staying at my current school-I have done a fair amount of networking with alumni, I would be able to grade onto law review, probably get some decent money at the end of the year.
Assuming I get accepted to the regional T-20 would it even be worth it to transfer given the alumni networking and opportunities at my current school?
