"Students in good standing at other accredited law schools (ABA-AALS) may transfer to Emory Law after their first year if ranked in upper half of their class."

Does this mean all I have to do is be in the top half? Sounds like it, but I'm assuming this is the minimum to apply?

That'll be the minimum. You'll get in if you are Top 20% from a TT and possibly a decent TTT. Apps are way down so who knows, maybe top third will work.
