You have an opportunity to transfer to a school with better placement in the market where you want to work? And you might get LR at your new school but it isn't guaranteed?
Seems like a straightforward decision.

Depends of Illinois OCI x-fer policy. If positive, go. If negative, stay.

OP: Since "Money is not a deciding factor" in your transfer decision between two non-top 30 law schools located in the same region of the country, the main concern seems to be whether Illinois' superior placement in Chicago trumps your law school's placement chances in the same market for one on law review. Hard to offer a meaningful answer without knowing your current law school.
