Large Improvement in the Second Semester

I attend a top 30 school. I got a 3.4 first semester, which would put me in the T40 percent of the class. This semester I got a 3.9, which puts me right at the T15 percent cut off. Will having a large improvement give me a boost in my transfer application cycle? What schools in the T-10 do I have a chance at?
Michigan is my number one choice and I am from Michigan.

Michigan likes natives, and there were a few people in last year's transfer class with similar numbers, so I think you have a shot. Send the app out and keep your fingers crossed.
