Yes, apply now, and get everything that is in your control into LSAC so that when the last pieces that are not in your control finally arrive, you go under review. Schools are familiar with receiving partial applications - e.g. your part - and then adding LORs, transcripts, etc as they come in.

So, if I send my app in now (no letters of rec have been received by LSAC yet, and my spring grades I will need to fax) will I need to pay LSAC again to send my app again with the letters of rec? Or will they send them in later?

I don't know exactly how it works, but I know you don't pay twice. Once the school requests assigned letters, you can add more up to the school's maximum. I don't know how they get the ones you add later. It might be automatic.
