Current scholly is about 40%. Goal market is SoCal, I attended USC/UCLA for UG and seem to have been doing pretty well with networking with alums from both my current school and UG back in SoCal.
Where would it be possible to try to transfer up?
Would it be worth it?

Just out of curiosity, is there a reason why you didn't attend USC or UCLA from the beginning?

Just curious, why did you not go to USC/UCLA Law to begin with?
Edit: Scooped, apparently.

Where do you think you stand within that Top 20% group? Closer to the higher end (10%) or the lower end (20%)?

closer to the 20% than the 10% most likely
was a high LSAT/ Low GPA split, which got me money at my current school and got me rejected from UCLA and USC (WL then reject)

I think it's probably implied that he's in the 15-20% range.
Assuming you're set on working in southern CA (and your range is as I described it above), I would likely transfer to UCLA/USC in your situation and would only second guess it if you're going to ND. ND has pretty good CA placement as far as I understand and has a strong alumni network/a good chunk of alumni in CA, so you might be best off at ND in that situation, but it's a close call even then.
If you don't care as much about the market and just want to get the best job you can, you should definitely do some research about placement at your school and how transfers do at UCLA/USC coming from a background like yours.
Good luck!
