Are you competing against your own classmates for HYS?

For T14 transfers to HYS, how much of the decision about transfers is dependent on who else from your school applies?
Does H (since they have the biggest transfer class) take a proportional number of students from different schools, or is it a case by case basis kind of thing where some schools may be over or underrrepresented?
Once you've gotten into the ~10% band that everyone says makes you competitive, are they still evaluating primarily on grades or do softs come into play more?
