Should you briefly explain in your CL why you transferred?

When I mention to people I transferred from a T4 to Georgetown, "why?" is not the first thing out of their mouth.

I think so, but you can keep it short. I basically just said "I transfered to BU because I want to be in Boston." I don't think you need to recreate your PS for it.

I actually wouldn't mention why I transferred, but I'm not doing cover letters, so what do I know? I figure if they're interested, and they probably are, it's something best dealt with in an interview setting. At least there you can gauge their reaction, and maybe finesse the topic some more.
