GW/ WUSTL from 40-50 School (2ndry Journal and 1/2+ scholly)

Please give arguments for or against transferring from a school ranked 40-50 to either GW or to WUSTL. I wrote onto the main secondary journal, and it looks like I will probably end up somewhere around the top 20%-25% mark once rank is calculated (had a drop from 1st to 2nd semester). I am on more than 1/2 scholly, although it looks like I may not get the additional benefit of having the scholarship prorated to in-state tuition for 2L and 3L here (which could save me an additional 16k). I have applied to a bunch of schools ranked higher than GW or WUSTL, but I think that these two schools are probably where my shot starts to get more realistic.

I like the region I am in as far as climate goes, but am not crazy about the culture or city here, and I think I would probably prefer the international vibe of D.C. Concerned a bit about the prospect of living in St. Louis, but I have driven through before and it actually seemed like a nice city to me.

In terms of practice interests, I am interested in any of the following: (a) firm; (b) federal govt; (c) state government; (d) private practice or start local practice of some sort; (e) international human rights with non-profit. I'm also considering further education in other disciplines, including but not limited to computer science.

I'm basically trying to decide whether the transfer to these schools (or anything T20-T25) would be worth it for me (and hence whether it is worth even applying). I tend to think it is not, but would like to see what others have to say.

Also would be interested in thoughts on whether Vandy or UCLA would be worth it given my situation. I have already spent the money on those apps, and I feel at this point that if I do get into either of these I am very likely to go. Still feeling a little bit iffy though, and would be interested in comments re: each of these two as well.
